The Oliver McGowan Mandatory Training on Learning Disability and Autism is a statutory requirement for health and social care staff, as set out in the Health and Care Act 2022. The training has been co-produced, co-evaluated and is co-delivered by people with a learning disability and autistic people.
It was named after Oliver McGowan, whose death shone a light on the need for health and social care staff to have better training. View this animation explaining why this training is needed in the healthcare sector.
There are two parts to this training:
Part 1: E-Learning and handbook
- All staff groups should complete Part 1 of the programme (the e-learning and handbook) available from October 2023
Part 2 - Interactive and facilitated training sessions

Tier 1: Non-Clinical Staff attend a one-hour webinar

Tier 2: Clinical Staff (except specialists) attend a one-day in-person session

Tier 3: "Specialist services" working primarily with neuro-diverse service users
- Tier 3 provision, for specialist clinical staff, is hoped to be available soon
- In the meantime (as of Sept 2025), staff in these services are assigned to complete the same training as Tier 2 (i.e. attend the one-day in-person session)
